India Offers Zero Taxes Until 2047 to Lure AI Giants
On Sunday, Indian Finance Minister Nirmala Sitharaman announced a budget proposal offering foreign cloud providers zero taxes through 2047 on offshore services hosted in Indian data centers, a bold move to attract global AI computing investments despite domestic infrastructure challenges.
A 23-Year Tax Holiday for Global Cloud Giants
Under the newly proposed annual budget, foreign companies operating data centers within India will enjoy a complete tax holiday on revenues generated from cloud services sold to international clients. However, services targeting domestic Indian consumers must still be routed through local resellers and will remain subject to domestic taxation. Additionally, the budget introduces a 15% cost-plus safe harbor provision specifically designed for Indian data center operators serving affiliated foreign entities.
Tech Giants Double Down on India
This aggressive tax strategy lands as American tech behemoths like Amazon, Google, and Microsoft rapidly scale up their global infrastructure to accommodate the explosive growth of artificial intelligence. India’s massive pool of engineering talent and surging domestic demand have made it a prime alternative to traditional tech hubs in the West and East Asia.
Major players have already committed staggering sums to the region. Google recently pledged $15 billion to establish an AI hub and expand its local data center footprint, building on a previous $10 billion commitment from 2020. Microsoft followed suit with a massive $17.5 billion investment plan slated through 2029 to expand its AI and cloud capabilities. Not to be outdone, Amazon announced an additional $35 billion investment by 2030, bringing its total projected commitment in India to roughly $75 billion across its retail and cloud divisions.
Domestic Infrastructure Boom
Local enterprises are also scaling up to meet this unprecedented international demand. Digital Connexion—a joint venture between Reliance Industries, Brookfield Asset Management, and Digital Realty Trust—plans to invest $11 billion by 2030. This capital will fund a massive 1-gigawatt, AI-optimized data center campus spanning 400 acres in Visakhapatnam, Andhra Pradesh. Concurrently, the Adani Group is planning to invest up to $5 billion alongside Google to bolster its own AI-focused data center initiatives.
The Infrastructure Hurdles Ahead
Despite the financial incentives, scaling India’s digital infrastructure presents significant physical challenges. The high power demands of AI workloads face serious bottlenecks due to unstable electricity grids, high energy costs, and widespread water scarcity. These resource limitations remain key constraints that could delay construction timelines and drive up operational expenses for cloud providers.
Rohit Kumar, founding partner of public policy and tech consulting firm The Quantum Hub, noted that the new policies treat data centers as a strategic business sector rather than mere back-end support. While this shift is poised to draw substantial private capital, Kumar warned that execution still depends on overcoming state-level clearances, land acquisition issues, and power grid reliability.
Sagar Vishnoi, co-founder of the think tank Future Shift Labs, highlighted that India’s data center capacity is on track to jump from its current 1 gigawatt to over 2 gigawatts by 2026. Backed by over $30 billion in capital investments, this capacity could exceed 8 gigawatts by 2030. However, Vishnoi described the 2047 tax holiday as a “strategic bet on global Big Tech,” pointing out that routing local services through resellers might leave smaller domestic firms fighting over thin margins rather than receiving direct upstream benefits.
Boosting Semiconductor and Electronics Manufacturing
The India Semiconductor Mission Phase 2
Beyond cloud computing, the federal budget ramps up support to elevate India’s position in the global electronics supply chain, moving past simple assembly toward high-value manufacturing. The government announced the second phase of the India Semiconductor Mission, which will focus on producing specialized manufacturing equipment, developing domestic chip intellectual property, and establishing industry-led research and training facilities.
Expanding the Electronics Component Scheme
To support this transition, the government increased funding for the Electronics Component Manufacturing Scheme to ₹400 billion (approximately $4.36 billion), up from its initial ₹229.19 billion ($2.50 billion) allocation. This program, launched in April 2025, has already drawn investment commitments at more than double its original target. By tying financial payouts directly to incremental production and actual output rather than upfront subsidies, the initiative aims to build a robust local supply chain for essential parts like printed circuit boards, camera modules, and server hardware, reducing reliance on foreign imports.
Furthermore, the budget introduces a five-year tax exemption starting this April for foreign businesses supplying specialized machinery and tooling to electronics manufacturers operating within bonded zones. This policy is expected to benefit major brands like Apple, which heavily utilizes contract manufacturing in India and previously sought clarity from New Delhi regarding tax regulations on high-end production equipment.
Securing Critical Minerals and Boosting E-Commerce
Rare Earth Corridors
As India grapples with tightening global supplies of rare earth materials crucial for defense systems, electric vehicles, and electronics, the budget outlines strategic interventions. The federal government will assist mineral-rich states—including Andhra Pradesh, Tamil Nadu, Kerala, and Odisha—in establishing dedicated rare-earth corridors. This initiative complements a seven-year incentive program launched in late 2025 to scale up domestic production of rare-earth magnets amid restricted supplies from China.
Unlocking Cross-Border E-Commerce
To assist small businesses and artisans in accessing global markets, the budget eliminates the current ₹1 million (roughly $11,000) value cap per consignment on courier exports. The government also plans to deploy technology-driven solutions to simplify the processing of rejected and returned international shipments, resolving a major operational hurdle for small-scale exporters.
These combined fiscal policies highlight India’s long-term strategy to establish itself as a primary hub for global technology infrastructure. By targeting cloud computing, advanced hardware manufacturing, and critical mineral supply chains, India seeks to capture a significant share of the global AI boom. The ultimate success of these initiatives will depend on how effectively the country addresses its core infrastructure constraints, such as power and water access, while fostering local technological development.
