Uber Freezes European Expansion to Pursue €10B Deal

Uber has abruptly paused its planned 2026 expansion into five European countries—including Austria, Norway, and Greece—to focus on existing markets and clear antitrust hurdles for its ongoing €10 billion bid to acquire Delivery Hero.

A Sudden Shift in Uber’s European Strategy

The decision marks a significant course correction from February, when Uber announced ambitious plans to enter seven new European markets. However, the Financial Times reports that five of those country launches are now officially on hold. Uber confirmed the freeze, stating that its recent rollouts in Finland and Denmark have been highly successful, prompting the company to focus on sustaining momentum in its active territories rather than expanding its footprint further.

Clearing the Path for a €10 Billion Takeover

Industry analysts point to another critical factor driving this strategic pause: Uber’s persistent pursuit of Delivery Hero. Although the European delivery giant rejected Uber’s €10 billion takeover bid in May, Uber remains committed to making the transaction a reality.

Alleviating Antitrust Regulatory Pressures

Halting the rollout in countries like Austria, Greece, and Norway serves a tactical purpose. Because Delivery Hero already operates established delivery services in several of these target markets, freezing Uber’s independent expansion helps minimize potential antitrust concerns from European regulators, keeping the massive acquisition bid viable.
